When it comes to H265/HEVC, AIUI 1080i is encoded without any awareness of interlacing (unlike H264 which can use PAFF and MBAFF to increase compression efficiency) and treats the 1080i fields as consecutive 540p frames (so exploits no inter-field compression) and this means 1080i encodes even less efficiently than 720p in H265 than in H264. The real reason is, no doubt, that 720p compresses to a lower bitrate. So in reality their argument is close to nullified. (So the argument about a single encode is moot at that point.)

That said - any IP delivery aimed at consumer devices over the public internet and/or WiFi in the final link should, these days, be using MPEG-DASH style streaming that allows seamless bitrate switching, which allows for seamless resolution switching too. Presumably Comcast can cross-convert 1080i to 720p and then make the streams available to IP-type devices as well as conventional TVs/set-top boxes.
